VoiceCode (electron release)

This new version of VoiceCode has been almost a complete rewrite from the beta version, and is built in a cross-platform architecture (using the Electron wrapper by github). This ended up taking significantly longer than we expected, but puts us in a much better position for releasing VoiceCode versions for other platforms.
